I was having huge problem with the various 'live' sites yesterday. It does seem to be back to normal now.

over the past few weeks i've been getting that login page for random pages all over the *.microsoft.com domain. kind of annoying for pages you know don't require a login. i wish they would stop fixing something that wasn't broken in the first place

They are doing a major overhaul of the site(s), and I suppose these are some of the hiccups.

The last major overhaul they did went extremely well and was a trillion times better than the older one.
