What program can check what other programs load up ?

What free program to check and identify when other programs uses what .dll files when they start and run ?

I have one writing program that uses her own .dll file when it runs. When that program runs , I can use the other as well. I like to pick that relevant
.dll file and run all the time when windows load up.

Shades:
Process Explorer from SysInternals (free, closed source).
Process Hacker (free, open source).

Both of them are more than capable of fulfilling your request. For finding out which .dll file my personal preference would go to Process Hacker... although it's interface is very similar to Process Explorer, the UI from Process Explorer wins.
