ShortcutFolder.exe deleted as malware by MSE. Why?

I did a regular Microsoft Security Essentials scan and it deleted my SHORTCUT FOLDER.exe file. This was part of my HotKeys Programs. I tried to upload it to MSE so they can see it wasn't malware, but the SHORTCUT FOLDER.exe said I wasn't the owner of the file, so I couldn't upload it. I tried to change ownership via the advanced properties but still didn't upload.

Anyway, it's deleted and I wanted to re-download it,  but I couldn't find it on https://www.donationcoder.com/Software/Skrommel/

Question 1: Why would MSE think SHORTCUT FOLDER.exe is malware?
Question 2: Why would it not upload like other files would?
Question 3: Is this program discontinued?

Thanks for your time in answering these questions.

FYI- I enjoy some of the software from Skrommel, but I am in no way a programmer/developer or  know anything close to understanding how programs are made. I am just a user who likes to try new and interesting software.
