IDEA: virtual screen resolution ?

I have a friend who has windows 2000.  she's also "legally blind" whatever that means.  I let her borrow my laptop from time to time and what my laptop does is that if I want to go higher than 1024*768 it "virtualizes" the higher resolutions: keeps the actual resolution at 1024*768 while simulating 1600*1200 by scrolling the screen.  Is there a program to do this on her machine WITHOUT messing with or recoding her video driver (say set her actual video resolution at 640*400 or 800*600)?
