One of the top programs, 32-bit, howeer reported to install an ebay program even if you uncheck, discussed on DC, Wilders and elsewhere, with lots of back and forth, so caution if you use. Also portableapps is working with a beta and forum discussion and that may be the safest no-hassle continuation. The Unlocker site does have a nice graph with 20 programs and their features (information a bit stale) designed to be pro-Unlocker, and nicely including urls to many products.
 
Malwarebyte's File Assassin, and other freeware utilities from MB like RegAssasin, biz user contacts their corporate support.  
LockedFileWizard - Registrations are required for daily or professional uses.
Note that Process Explorer and HijackThis also get a number of recommendations as file unlockers/process terminators.

Auslogics and Eusing also have free registry cleaners (as did CCleaner above).  Since that is a largely unnecessary and hazardous category, it is not ready to have a section yet.

Be awares, even the compacting and defragmenting options have techies who feel that they are either potentially hazardous (there is at least one such thread on the Sysinternals forum). And maybe of little utility (defragmenting, which would occur at boot).  Thus Erunt is the one stand-out tool in this section. In using the other tools, unless you are personally very confident in the tool and use, use Erunt with a UBCD4-type disk handy, and/or imaging, before use.  Similar with the partition software.  The last thing you want to do is create a problem.
