If you are using Vista, Microsoft did it for you.  Check out the Make the mouse easier to use in the Ease of Access Centre -  bottom option is 'Activate a window by hovering over it with the mouse'

this comes from the linux world, my experience is that it is great until you have many windows open and want to 'park' your cursor so you can type in a textfield and suddenly another window gets the text :D
