Why warez?
IcoFX or Greenfish Icon Editor Pro are good enough for creating icons. If someone has bigger needs than he can use Inkscape for most of the time (one of mentioned two only for final touch).
Personally, I was using Axialis few years ago (for a month) and got bad impression of bloated software. It might be good software but for me it is making to much mess in OS. I prefer smaller, free and portable software in many places.
PS. I've checked comparison chart for Lite version and Pro.
Few things are missing but free software has it built in:
* Create Icons for Macintosh® up to OS-X Leopard
* Create ICL Icon Libraries for easier management
* Create 32-bit resource DLLs containing icons
* Export Icon Images to PNG, JPEG 2000, GIF and Photoshop® PSD with Transparency
Only PSD might not be supported.

Why warez? That drag'n'drop icon creator can't be beaten. I'm not an icon artist, and never will be.
I tried almost every icon editor under the sun, and I always ended up returning to Axialis.
Also, it CAN be installed without MSVS :) Requires a bit of mindwork tho.
