webcam + monitor = tablet pc?

I have no clue if this would be possible, but it would be pretty cool if there were a way to point a camera up close at your screen and then have a program register where you are pointing, and then move the mouse pointer to that spot. I guess you could then use keyboard shortcuts or something for mouse keys. The closest thing I have to this is an actual tablet. I like it, but I would like something similar to a tablet laptop or tablet monitor.

edit: I know there is this post
but Umouse isn't available to download, and the vmouse is source code only, and I am not a programmer (unless AHK counts)

that is one idea, but I'm a poor jobless hobo, so that is a little on the expensive side for me. If I had the cash, I might go with that solution.
