Let's see...

UML Tools (Visual Paradigm, Enterprise Architect, Jude, etc)
Debugging Tools (Debuggers, Heap/Leak checkers)
Database Tools (MySql Administrator/VistaDB/XML Parsers, etc)

Embeddable Scripting Languages? (Lua, Python)

Don't know if GUI Toolkit is covered under Graphic Toolkit, but if it's not, that's another possible area to investigate. For example, Codejock Xtreme Toolkit.

i added GUI Toolkits, that would cover things like codejock; i agree it would be nice to get some discounts on that kind of software.  i hope we'll have a review of these soon and with that some good discounts.

A review/recommended list of windows programming tutorials would be useful too. I know you can finds lots of stuff via google but it would be useful to have  programmer recommended tutorials categorised by eg. newbie, novice, intermediate, advanced, guru, god etc. for each language that has easily available (free or cheap) compilers and development environments.

Add to that any tutorial books / third party manuals / primers people find really useful.
