[Idea] Software that sends notificaiton when the windows is rebooted....

I am using a VPS for having some software remain open 24 hours a day.... I found a solution to get notified when the server is down with the help of the members here, by their suggested softwares and services..... But I am having one other program needed: When the windows on the VPS reboots, the software needs some manual interventions to work properly and for that reason I need a software that sends free SMS and sends email (both of them) when the windows reboots... Can such a program be programmed?...

I found some command line email clients after a search... so I will be cancelling this request for some time....
