Yes. It means that they won't add support for it, but someone else could by making a plugin for it.

I read into it a lot more than that:

1) Not very feasible (in both a practical and techincal sense).
2) Knowing what I know of the RAR license, this wouldn't be free to develop and rather restrictive.
3) Something like this is well beyond a coding snack.
