No. He didn't.

He may have implied that Vista needed more polish, but Windows is a long line of products and his statement was clearly not about every single Windows released.

Of course he did not say that! Gizmodo's title (and mine  :) ) was only to catch people's attention.  But then it does seem  that Gates implied that Vista needs/needed more polish... and a diet too and a few personal trainers.

Here's another article where Bill Gates says pretty much the opposite about Vista:

Are you proud of Vista, because a lot of people are questioning whether you should be.

No, I'm very proud of Vista. Like all of the products we ship as soon as we get it out we hear how we could do this differently and that differently but it has been a very important product for the industry a lot of great things were done in Vista. Now we are hard at work on what comes next.
