I don't think he's confused. He's just the "?" Peg Person in the DonationCoder logo. See how there are three of them, "?" "011110" and "!" at the top of the site?

She says the "little guys" have symbols in the speech-bubbles, one of which is "?". I believe she is using the site's banner graphic for inspiration.
