Hm... I know Gimp which is the closest what I can remember as a "Freeware graphics editor".

Inkscape is in many aspects (especially the vector drawing tools) way ahead of Corel Draw already. An amazing Open Source project.

A very good and affordable alternative for windows is Serif Draw Plus. They also have an old freeware version at www.freeserifsoftware.com .
