Despite its name, my tool Excel2Html can be used for this exercise, if the .csv file is converted (loaded) into a .xls or .xlsx file.
And a .html template is plain text, of course.

It's to do with the Category of the cable.
CAT 5 is qualified for 100 MBit/s
CAT 5e for 1 GBit/s
CAT 6 for up to 10 GBit/s and requires better signal to noise ratios (10 GBit/s not over the full 100 meters)
CAT 7 for up to 40 GBit/s with even better signal to noise ratios and less crosstalk, using shielded pairs within the cable

For converting an image to base64 I used this freeware multi-platform off-line/command-line Base64 De-/Encoder (no connections, just a happy user). It supports output to stdout so redirecting output directly into the message from a batch-file is easy-peasy thumbs up

My WinSendKeys (DC Thread) can apply 'Paste from ClipBoard' (Ctrl-V) from the command-line, to a specific open Window(title)...

You have quite loose visibility settings allowing any indirect contact (friends of friends?) to access you info, apparently. You are in control, though... FB provides with very strict access, but you have to change that manually.

I have been using Avast Free for the last couple of years on all my systems, and I'm quite happy with that. Combined with the built-in Windows firewall, and a spam-filter on the systems fetching e-mail, I'm quite confident about security.
I can't compare with Comodo, as I've never installed it, ever, but compared to the, once trusty and lightweight, AVG free, the impact on performance from Avast is barely noticable. Though all the systems involved have at least a core-2 Intel cpu...

CinemaDrape @ is a good alternative.
Well, I tried both CinemaDrape (CD) and LeDimmer (LD, downloaded today from Softpedia), but running LD "As Administrator" (I have UAC turned off) is much more intuitive than CD. LD automatically only shows the active window, while CD requires me to select the visible viewport, any time I change focus (though I may have misunderstood the instructions, I didn't get it to work as I want).
LD is probably here to stay thumbs up (Windows 7 x64, single screen, Laptop @Home)

Well, as NirSoft dropped their ZipInstaller, and plenty free installer tools are available (Inno Setup, NSIS, Wix), a lot of software is available with their own installer. A zip-version (portable install) is usually just that, and often available next to the formal installer.

Don't think there is much interest here to start re-creating something that's been abandoned elsewhere, or somebody would have chimed in... ohmy
